I have a 396 engine and the number in the back agains the fire wall is 3969854 and beside L12 8. And in the front passenger side it is stamp CE 07883. Does this means it was built in 68 and issued as a crate engine in 1970 ?

I agree. The 854 blocks weren't being made in 1968. They weren't in production until later in 69 for the 1970 model year. You also seem to be missing a digit on the CE number.

According to Alan Colvin in "Chevrolet By The Numbers", the 854 block was used from late 1969 in the 1970 models until sometime in 1972 when it was replaced by the 3999290 blocks. The blocks would have been used in current production and for service replacements (CE).
