I am in the process of replacing the 283 engine from my 67 chevelle to a 327 engine from a 67 Camaro. The 327 is not fitting in the chevelle due to the oil pan hitting the cross member.
Do I need to swap the engine fame brackets or is the oil pan the problem?

Not saying you need something special, but a Chevelle oil pan has a rear sump. If what you have doesn't have the sump in the rear than it won't clear the crossmember.

why not just use the one from your 283? i installed a 327 from a 68 camaro years ago and found the drain plud was right above the crossmember. Didn`t find out till i changed the oil, wel Iried anyway. I had to pull the motor and change pans.
