On my '69 SS resto, I used a repro 772 fan. I'm going to use more OE parts to compliment the resto. The good news is I will take the repro parts and put them on my current project.

So, the question is: What cooling fan would a base L34 have had? If fixed, how many blades? I have the 1" spacer that was used on the fixed fan and always assumed it was a non-clutch fan.

Yes per '69 specs I have all engines up through the L34 had a 4 blade fan std, 17.62" dia. If HD cooling, AC, L78, or L72 engine then the clutch and 7 blade fan.

Von, both SS cars I've owned, and L34 & an L35 had the 7 blade fan with a clutch. Now that's not to say they didn't get added by someone, but food for thought. the cars were purchased in 1992 & 1999 respectively.
