1969/396 oil pan

the guy that rebuilt the engine in the car I am restoring did not prep the oil pan correctly and now with a compressor I can remove most of the paint. The body shop is telling me that to remove the oil pan they would have to unbolt the engine and raise it in order for the pan to clear the pump. Is that correct?

I guess at this point I am thinking of pressure washing the oil pan and leave it unpainted. I can't beleive a rebuild shop would have taken the time to prep the oil pan correctly prior to painting. Using the compressor I have easily removed half the paint.
