I assume that this is with the engine running. 15 volts on the lamp shouldn't blow it out. What are you measuring on the large stud on the back of the alternator?
Try re-measuring the rear tail lights but use a common ground point with a jumper wire. In other words don't move the point where you place the negative lead of the meter. The rear tail lights are tied together on the same wire. I can't see how there could be a 3 volt difference unless 15 volts is a real number and 12 is caused by a poor connection.
