Don't forget there was a $10 increase in CA vehicle registration fee that became effective 4/1/17. This was to fund DMV, a.k.a pensions/salaries. Lets be real here there will be little in form of road repairs, it's going to fund pensions and salaries or pet projects. The new 0.12/gal gasoline tax, 0.20/gal diesel fuel tax (plus an additional 5.75% sales tax for diesel), along with the registration fee increase (tiers from $25 to $125) will all be attached to the CPI going forward, so increases won't require any legislative actions. I calculated these new fees will hit me with nearly $1,000 in additional expenses each year, plus the $40 from the registration fee increase effective 4/1/17.

And there's still that bullet train to nowhere to fund. CA is headed for a spectacular failure on many levels. Tax creep here is just getting started.
