They probably wanted to wait and see if pot got legalized, so they could tax that instead.

What gets me is that in Tucson I rarely see traffic enforcement anymore. I see a motorcycle cop with a radar gun every once in awhile, but that's it. All of the photo enforcement intersections were suppose to be dangerous intersections, but I've yet to see any of them being patrolled since the cameras got turned off. Write some tickets and let that pay for the new cars.
I'm also suspicious of taxes for road repair. It seems like there are always raising taxed for road repair, but it never gets done. Maybe their definition of "raising taxes for road repair" means raising taxes so the people in charge of fixing the roads can get a raise, but nothing else gets done.
