Yes the 2 braided ground straps are for radio noise interference. I think there are actually 3, or maybe that that's only if you have an FM radio which is more sensitive to electrical noise. The engine gets it's ground from the main battery negative cable. The rest of the electrical system gets it's ground from the ground wire to the passenger side front fender. They're not required unless you want the car to look 'correct' or are experiencing noise in the radio. Most modern radios have noise suppressers built in.
