Help Please Identifing an Evap Control Part

Please see the attached photos. This came out of the rear seat frame. I know it goes to the fuel tank and the evap system.
I need to know basically how this works, and how to test it, to ensure it's operating. I'm trying to keep my 70 as close to original as possible.
This is out of a California car and there is no numbers on it that I can see. I removed it to replace the package shelf that somebody hacked up with an air chisel.

Not much to test or go bad. Just a housing for the vent and evap tubes. I am pretty sure it is described in the service manual.
