Brake Bleed Question

Put on a new master Cylinder yesterday, do I need to start the car to bleed the brakes (power brakes) or can it be done with the engine off. Thanks for your help

Bench bleed the master first, make up 2 brake lines angle into reservoir front to front rear to rear and fill with brake fluid , push piston back and forth Slowly until air is removed. Install cover and mount to booster
