Luggage Rack Assembly Question

On the 1964-65 Chevelle Wagon luggage rack I have two questions. 1, On the two front cross tubes that attach to the front center foot/pillar, both cross tubes have factory holes punched in them to screw it to this pillar. My pillar only has a hole drilled to attach the drivers side tube, not the passenger side tube. Is this normal?
2, The two galvanized straps that the six stainless steel pieces attach to, it appears that they attach to the side of the four corner bases. My question is do they attach on the outside of the these bases. If so the bent up 90 degree metal will be exposed. If they attach from the inside of these corner bases, the bases will not set flat on the roof.
I did not take this apart so I hope these questions don't sound crazy.
