I've never seen a build spec on the rearend assemblies but it would make sense that the rears were painted for protection after assembly and before palletizing, yet there are plenty out there that never received black paint. Not an exact comparison, but the thought that chevy and their suppliers were cutting corners to spit the product out makes perfect sense in my mind. It still happens today, very similar to the shipping spec of spray cosmoline. You can witness 20 new cars and get wide degrees of coverage, and some are completely devoid. You can make the statements Jeff is trying to make, but when absolutes are prescribed and jammed down our throats I start pushing back. The hobby tends to listen to those of authority, and Jeff is one of them. This type of thing has made it's way into judging guidelines and should, but it gets quite sticky when a judge tells you a procedure is incorrect and you as a restorer know without a doubt YOUR car came a different way. Now what, do you take it, or do you feel obligated to research and debate? Kind of takes the fun right out of it.
