Some GM models can get a back feed from the alt to keep HEI running after the ign is switched off. A diode fixes the problem. MSD had a diagram on their website showing where to connect the diode.

Just to follow up and close on this - it was the gen light circuit backfeeding the entire ignition circuit. A diode fixed the problem.

Just a note - the IGN terminal in the fuse box was being backfed as well, so using that terminal wouldn't have helped either.

NTE 116 is the correct diode.

Fix the regulator.
