Dash lights don't work

My malibu dash intrument lights do not come on.
The turn signals, brake/ dummy lights and brights do come on.
I pulled the dash this weekend and reseated all plugs and wires. I verified the lights are not broke and do not appear to be burnt out. I noticed on the electrical circuit strip, that the lights screw in and the contacts are not corroded. The strip appears to be good and I see no breaks.
However, I did not see a way for power to get to it. All I see is the strip and where it screws in the metal frame, but no wires going to it.
What should be there?
Does any one have a PIC or diagram????

I'm not certain how things are wired on a 70 dash, but on my 68 and maybe others, there is a ground wire between the metal back of the instrument housing and the body of the car. On a 68 that point on the car is one of the mounting bolts for the emergency brake pedal assembly. If this wire is not connected at either point, the dash lights will not burn. All else works, but not the dash lights.

Have you tried turning the headlight knob right or left? The knob increases or decreases the illumination (brightness) of the bulbs. The headlight switch could be bad.

By "dummy lights" do you mean the outside running lights?? Do the running lights work?

Yes the running lights work.
I don't remeber seeing a ground wire from the metal frame. There was one coming off the light switch that was connected the dash metal frame, that is hooked up.

Ignore the ground wire coming off the headlight switch. It won't help you. Got a meter??

No. I do have a test light but no volt meter. I can probably get one though.
What do you suggest?

The dash light fuse is the short fuse located bottom center in the fuse block. Scratch and dig into the fuse clips with a probe. Not the fuse itself but the fuse clips. Because the lights aren't on, you should have 12 volts on both sides. If the fuse isn't making good connect, one side won't have 12 volts.
