64 elcamino steering wheel (horn issues)

Ok guys I need some help! I'm working on my grandfathers 64 mino and i'm having a connection issue between the steering wheel and column. What im finding is horn work fine when u can take a metal object and touch to the middle spline shaft and the brass tip off the cancel cam and horn blows fine so i know that works. Now when you put the thin metal ring in, plastic spaceron top of metal piece, then steering wheel and the three hole plastic spacer inside the wheel and then screws and tighten them all together and push down on the chrome piece above it dont blow? I'm honestly about to go nuts trying to figure out why this is giving me issues. Anybody have info on whats going on what am i doing wrong? Please help me out and post pics also if possible.....thanks Kurt
