Gas gauge problems, can't get a reading

I had this happen once before, the needle went all the way up past full and the ground wire back by the tank came off the screw. The screw was rusted stuck so I moved the wire over to another spot and it worked fine since then. I went to change the rubber hoses back there and I guess either I messed up the sending unit or the wire. I checked the wire and cleaned the connection and even hooked it up to a negative source (battery charger)but the needle still won't move. Even with the ignition off it won't go down from where it is. What can I do? It's a non-SS sweep dash.
