70 Elky 1 low beam is dim

I searched the forum and checked my grounds, ran the meter to check and have what I believe is a new question. The power to the headlights routes down the drivers side and hits the driver side low beam first then routes over to the driver bright and then over to the passenger side, correct? If so, then why am I only seeing 6+ volts on the drivers low beam and the drivers high beam and both passenger lights are getting 12 volts? Still a ground issue??? By the way, all new headlights across the front of the Elky. Thanks.

I believe you have a ground issue on the drivers side. I would check both sides to be sure. Using a jumper wire to a good chassis ground or direct to the battery will tell you a lot.

Yep, got to probing around with my meter leads and got the headlight to come on full bright just playing with the ground on the connector. And I could easily repeat every time. New connector for the drivers side low beam. Thanks!
