69 - Horn Relay - Circuit Breaker wire

http://macc.chevelles.net/images/69diagram_color.jpg

As seen in this diagram, the second wire that runs from the horn relay to the circuit breaker, is this wire needed only in convertible cars?

I rewired the car several months ago, and am not seeing this wire. Not sure if I overlooked it, or if it's only needed in certain applications. FYI - electrical/wiring is not my thing, or mechanical I feel sometimes

Thanks

Also used for power windows.

This one is on my 70 convertible but my 69 coupe with power windows has one in the same place.
