ignition problems

Just recently I have been having this problem. Some times when I go to turn the key, nothing happens. but if I try a second time right away the car will kick over. Now I have a knock off chrome tilt floor shift steering column. Also when the the steering wheel is in the top position, I get nothing at all. But if I move it so it's more in the middle position, it works. Could there be a loose wire somewhere?

The neutral safety switch may be out of adjustment or has worn to where it contacts are not closing when they should preventing power from getting from the ignition switch to and through this switch and then out to the starter solenoid.
