66 Dash installation order

Greetings!
I didn't take enough pictures of our dash when we took it apart a few years ago, and can't find the answer in my AIM.
Old posts promise photos, but the links have expired.
Does the clutch pedal bracket go over or under the dash when it is installed on the rods coming from the cowl?

the clutch, brake pedal assemble should be the first thing installed then the heater box and then the firewall insulation pad

My apologies, poorly phrased my question, but thank you for the reply.
I have the column in, needed that to move the car off the trailer from the body shop, and around. The brake and clutch pedal assembly is on top of that. The dash also mounts using those two rods. Does the dash go above both the shaft and pedal assembly (I don't think so given the shape), or between the pedals and the shaft?

I would think it would only fit correctly one way.
Drop the column
Attach dash
Reattach column

Unless I am totally forgetting something I never had to deal with the
clutch and brake assembly.
