AS the car appears to have sold the only thing that matters is the new owner is satisfied with the representation of the car. At this point he has answered "What is it worth?", even though the true selling price has not been exposed. The seller and new owner need not answer any more questions.

So wouldnt this car be considered an SS (very rare at that), maybe not worth as much as a BB but still an SS. If this was done at the factory with the vin, It would be a true SS, not a malibu 138=SS.
Not true, 65-8 Chevelles with a 138 VIN does not mean a true SS, one always forgets about the 13835 Concours station wagon in 1967 and 13835/13845 Concours station wagons of 1968. I know what you mean by 138 VIN but it's not what you wrote. And, no, it would not be considered a 1967 SS (the full name of a 13817/67 is SS396, not just SS) with a small block.

Only two options remain, IMO. Either the Framingham plant mistakenly stamped the VIN plate as 13817 and nobody has caught the problem or sometime, somewhere in its life the VIN plate was changed. Why anyone would put a 13817 VIN plate on a 13617 Malibu for fraudulent purposes is highly questionable with nothing else done to the car. Second, the sequence number is right on with the body date and chances of someone swapping VINs getting that right is slim.

Re: 1967 SS matching numbers w/283 - oh boy

I understand you are talking about a 67 MINE IS A 66
But I for one other than frame would love to see this hidden vin number so ofthen referred to on this subject.
It certainly is not on firewall or under heat box???
Why do people think its so impossible for the factory to make mistakes??
Im sure the pop bottles they put in the back panels with notes in them that said the following
I bet you thought you were never going to find this rattle?
Were bogus also I have witnessed that.
They are human and has such are apt to make mistakes
