Fuel gauge and fuel sending unit issue.

Brand new everything 1972 Chevelle new dash, gauges, wiring, tank, sending you name it its new.

Before final assembly all wiring was tested and the gauge worked great.

Now stays on full with unit unplugged, so when I plug it in it goes to empty.

I tested the sending unit on the OHMs meter and it shows 16 to 18.

I even tested another sending unit I have and still the gas gauge refuses to go to proper reading.

When I test the power from the harness I was using a 12 volt test/light meter and it barely lights up.

Guys how many volts or OHMS should be reading from the power connector of the harness?

I'm lost it worked one time and now FUBAR

Any suggestions
