Chrome Rear Bumper rust bubbling & Alberta local plating shops?

So I've got my rear bumper off and was cleaning up the little bit of surface rust, (with rolled tin foil and Coca-Cola) worked like charm!
You should see what it did to my Exhaust tips! My buddy thought I got new tips!
However there are a couple sections 1-2" long that are bubbling. I got the color rust off, but the bubbling is still there. Seem if i push too hard it'll peel up.


I was quoted from Alberta Plating, 2-3weeks and $560+/-. Seems crazy! Repos are 250-300 with the 'SS' pad installed.
Are there any other places in (preferably) Alberta? that charge half this?

I would like to just clean this one up for now. then decide if I go re-chrome or repo.
Should I keep scraping down to the nickle color? get all the chrome bubbling off? Clean up the backside, spray with primer. and keep the Chrome Polished/waxed or will it look like $h*t?

If your OK with repos then go repo .........a quality rechrome done properly for 600.00 is not out of line ........as long as its done right ! I have paid that for concours quality bumper rechrome
