Paint question

How can I tell if a previously painted part was painted with enamel or laquer?

I have a set of steel wheels that someone painted red, they did a great job, but I want them painted black without stripping the old paint.

What should I do?

Paint them with black enamel or urethane...that way no worries cause it won't lift . If you put laquer and it was painted with enamel it will lift it.

Lacquer will "dissolve" if you wipe it with lacquer thinner, whereas enamel will probably wrinkle, if anything.
