Thanks, guys, but I think we'll just have to purchase the 68-70 and cut that up.
The problem is actually the two pieces of sheet metal spot welded to either side of the package tray shelf, which are also bent down and spot welded to either side of the seat support. These take up the gap between the support/shelf and the inner quarter wall. They are rusted horribly from a leaky window years ago. New package tray shelves (that can be bought separately) don't come with them for whatever reason. I would assume that's a high-frequency rust are from leaking windows, but I can't find them reproduced anywhere.
The seat support itself has a few very minor rust holes on the bottom after blasting, but nothing 30 minutes of welding and grinding can't touch up.
It looks like the most cost-effective approach is to swap seat supports with the new package tray shelf and extensions. Pain in the neck and waste of a new seat support, but probably the fastest/cheapest means to an end.
