trunk pan to wheel well attaching point

1972 Chevelle 2 door.
The pics are under the package tray area of the trunk pan.
I have a one piece pan with braces that's bolted to the frame.
The wheel well is in the correct location.
Nothing is welded yet still fitting pieces.
The question is, should the trunk pan be attached higher on the wheel well?

I need to raise the trunk pan up about 1.5". Even with that horizontal line stamped into the inner wheel well.

Gary, I recommend you install a new rear floor pan before welding the trunk to wheelhouses. The floor pan will locate the trunk pan in its' correct position.
