Default Homemade whitewall tire cleaner?

Does anyone have a recipe for homemade whitewall tire cleaner? I had been using Westley's Bleach White but since Black Magic is now making Bleach White it is not as strong as before and does not do the job. I use to go to a car wash that made their own cleaner and it was good, take your breath away, however he is no longer in business. Any recommendations of a off the shelf cleaner, lots of country roads here and I like clean tires with bright white walls or letters.

For what it's worth, I have always had good luck with Comet powder and a good brush in a pinch.

Tech Tire Whitewall Cleaner. Also works well in the engine compartment and chassis. Spray on, let soak and hose off at the power wash...I've used D&L Hand Cleaner, also, leaves a nice low gloss shine on the rubber.
