Success! Well, success insofar as I found out what the problem is.
This test worked. It is a bad ground.

Now...what is the permanent fix?

Get the socket grounded, what ever it takes to do it.
I would find out exactly where the bad ground connection is first.

I'll have to go look at a parking light assembly to follow the ground path to the socket since I can't remember.
