My suggestion would be to call a contractor if you think you may be in over your head, which it may seem like with your comment.

If you think you can tackle it yourself I think you would need to build a temporary wall near the damaged wall to hold everything in place (like the ceiling). Then you would take out the damaged wall and re-frame it to make it structurally sound. Finally, remove the temporary wall and replace the drywall.

Thanks got the advice. After I posted the picture and vented my frustration with my how the hell comment I cut out that section of footer, jacked up the wall with a bottle jack and put a new piece of pressure treated 2x6 under there. Pulled the 2x4s into place and let the jack out. Looks like someone drove into the wall a while back. They redid the siding with the wall all messed up so tomorrow I'm going to redo the siding and replace some of the gypsum board that's crumbling with some osb.
