Well I finally found out where the friggin fast idle screw is on my Holley 4160. I cant find the answer to this question anywhere, even the Holley install sheet doesnt spell it out. Do I set the fast idle on the first or second step of the cam? Choke closed or open? Thanks, Scott!

Never actually touched the fast idle screw or set the fast idle cam, but, if I was forced to do it, I would set the initial fast idle on the highest level of the cam, with the choke closed or in the initial pulloff position.
Irrc, you stomp the gas to close the choke, and set the fast idle. The vacuum pulloff opens the choke a bit as soon as it starts, then the fast idle steps down to curb idle as the engine warms up.
