I don't think the F41 option has anything to do with it. I have a friend with a 67 SS and his has the same setup. We did see a 69 small block at a car show this summer and it had one on it. So far, all of the big block SS Chevelles my friends and I have seen have that steering shaft.
The Chevelle never had a 400 small block, but the 400 big block would probably have it.

The Monte probably wouldnt have it. It is a big block thing because of the way the cars were assembled at the factory.
