Default Numbers Matching / Original Numbers Matching

Check out this ebay offer: 138, no enigine or trans, but they can make it numbers matching. Then read their explination on numbers matching vs original numbers matching since they are getting a little heat on the description.

This a Complete ORIGINAL SS Chevelle, except for the Engine and Transmission, which are available everywhere.

This statement by him just about says it all. Guys like this have taken all the legitimacy out of the term matching numbers.

A friend of mine took his '66 to a shop near Charleston, South Carolina last month to have its 396 rebuilt.
The builder told him he could deck and re-stamp the block to "match the rest of the car" if he wanted him to (for an extra fee).
My friend asked him if the DMV might have a problem with that being done.
The builder told him..."No, it's perfectly legal. It's not a big deal, guys do it a lot. It just makes the car more legitimate."
He actually told him that...it makes the car "more legitimate."
WTF??

I really think some of these guys are so deceitful that they actually have themselves deceived into thinking that they're doing nothing wrong or unethical.

I asked the seller the following question - granted it was more on the open ended then I would ever support, but wnated to see what the response would be. Unfortunately the ebay still sounds like there are ways to get around issues.

My Question:
To clairfy: you would build this with the correct engine, engine components and trans all dated coded to the build date? Are you also saying that the engine and trans would be restamped to match the VIN on the car?

Here's the response:
YES and NO.
Yes, I would build the car with all the Correct Casting Numbers for a 1966 Chevelle SS... NO, I will not Re-Stamp ANYTHING... That will be not only fake, but also illegal.

Yeah, he also now states in his ad that he has received "countless questions regarding the numbers issue," and he has added an edited portion to his ad to "explain" what he meant.

It just sounds to me like he's trying to give himself some wiggle room, after plainly stating the following in his original ad...

"Keep in mind that we can build this True SS Chevelle into a Full Numbers Matching Car."
