I have read that when starting metal work or replacing rear quarters the vehicle should be on the tires and not supported by jackstands on the frame.

putting jackstands under the shock mounts on the front and rear would do the same..wouldnt it?

I dont want to spend the money on junk wheels if this will do the same function...

I figured I'd better ask before rather than start a " why is my new quarter twisted now" thread when it has the tires on the ground.

You answerd your own question.
Yes if you put the support jack stands on the rears axle tube and on the front lower control arm.. the car will sit in it's RIDE HIGHT position..
And not flexing the car by jack stands on the frame rails

This is just an anal post so forgive me, but doesn't allow the car to sit at "ride height". It will serve the purposes of hanging quarters but if you put the jack stands under the front control arms, the weight is NOT where it would be on the wheels. It is in from the wheel and it will set higher by about 1/2 inch.

Under the rear axle, if lifted by the rear axle with the jack WILL give you the same as if it were on the wheels. If you lift the car by the frame and you put the jack stands under the axle and don't settle the car after you are done by bouncing the body up and down, will also leave you with the car higher.

Like I said, this is getting a little anal, but if you want TRUE ride height for sizing tires or something like that, you want TRUE ride height.
