Can someone explain what Degreeing the cam means???

Seems that All my bud's dissappeared when it came time to reinstall new cam, lifters and the rest, and I am mad enough to go finish myself. Except I haven't had this training before. I know what your are thinking...take it to a shop, don't screw with it!! Anyway some help/knowledge what be helpful.
