What is the best way to convert or neutralize rust that has slighty pitted the metal but cleaned up good when blasted? Do I just need to etch prime or use something like one-step rust converter in a can? THANKS

What area of the vehicle are we talking about? Blasting is the best way to get rid of most rust, and you've already taken care. Avoid the rust converters like Metal Doctor. Depending on where you're doing this repair, you can either use a rust preventative coating like Por 15 or Eastwood's Corroless. If this is exterior sheetmetal, you can simply use a glazing compound like Evercoat's Metal Glaze. Afterward, use an etching primer, filler primer, and paint.

Everyone talks about POR. I've had success with Phosphoric acid, in dilutions. It eats the rust & leaves a coating. Expensive but chemically correct.

Ospho might be the stuff. I googled it to be sure. Get the gel, not the liquid. Let is dry, brush it off with a wire wheel and do it again, and again. I've used that stuff before but dip it and leave it.

I've also seen an article using an anode a battery and some form of arm & hammer powder.
