I have only have alittle surface rust that you can almost rub off with your hand. It's more or less like a powder, would the etching solution be the right thing to use on this kind of rust? I'm just afraid if I don't use something before I prime these places it might come back.
What does the etching solution do for the metal? Does it come by a brand name or do you just ask for a etching solution if you think this is what I should use for this kind of rust?

yes it would be a necessary procedure to etch prime the bare metal areas. if you say it comes off like powder, take it off. i would sand with 180 grit paper. if you notice there is little pits in the metal i would suggest sandblasting to make sure it is all gone. the etch primer puts a barrier on the metal to keep from rusting again. also if it is broken through to the metal that has been etch primed, it keeps the rust from spreading beyond the broken through area. im sure martinsr could give a better explanation, but etch prime is the way to go.
i am a ppg man so i will always recomend ppg (personal prefrence).
