It's a goodmark hood and it's still the black color. I'd like to know what's the proper steps to paint this?
Also is this black stuff porous? Can I run around with it on the vehicle like this for a while? Or will it evntually rust if I dont prep/paint it?

If it's black, it's probably already coated with primer, which will prevent rusting but not as long as paint will. Painting is no simple task; the panel needs to be degreased, scuffed and primered to prepare for paint.
I'm not a fan of body color painted underside of hoods.
On my Goodmark hood, quick wipe with wax-remover (really just for finger prints), I scuffed with a scotchbrite, blew off the dust, wiped with a tack cloth, and sprayed Chassis black.
The Chassis Black is sprayable, and comes in gallons or quarts from my local auto paint supply. The finish is a tad glossy to semi, but cleans up well, and is can be easily repainted. I use an HVLP gun at ~8-10 psi.
The headers really cook finish paints, so I like the chassis black. Cheap to repaint when it starts to look dingy. I did the inners with the same stuff.
