my car as a few small rust bubbles. they are where the water splashes up when the wheels are spinning. about ho wmuch would it cost to remove 3 spots that are about 1" x 1" ?

You could take it to 10 different body shops and get 10 different estimates. The best thing to do in this case would be to find a few shops that do this type of work, get sopme estimates, and talk to the owners to see if they cut the rust out and replace it with new metal, or if they just slap more bondo on. That's probably what's causing the bubbling you see now, that is, previous rust that was repaired with bondo, and when you start to sand the paint off, that 1" X 1" spot could grow larger. The only right way to fix it is to cut out the damage and weld in new metal. And if the damage is too widespread, you may end up having to replace the panel, and this can easily get into the thousands of dollars.
