Is there a "best place" to get rust repair panels? Is there a supplier that has a better selection or better quality? Is there a supplier to stay away from?

it depends on what you want, and what your budget is..... you could buy patch panels from a catalog, or you could find people that part out cars, and buy panels, or cut out what you need .... this is especially helpful if it's sheetmetal patches you need that aren't being made. i've got a guy up in new hampshire that specializes in '67s, and he'll have at any given time 3 or 4 junker's that he's cutting every scrap of good metal off of according to what people want. i've gotten fenders and stuff that have been in great shape, save for only a ding or two for pretty cheap.

.... i've never bought virgin sheetmetal from a catalog, because the few interior and trim pieces i've bought have been pretty ill-fitting. i've heard very good things about Goodmark, though if you want to pony up the $$, i hear it's the best way to go.
