The hood on my 67 had some light surface rust from sitting in the garage after I had it chemiclly stripped about 4 months ago. So sanded down with 180 grit then 320 grit. Used a lint free cloth and acetone wiped it down 2 time until the cloth was clean. I next chemicly treated the metal with phospheric acid for about 4 mins. wiped that off with a clean rag. Waited until the surface dried. Mixed up my PPG DP epoxy primer and thinned it with MEK. Sprayed it on with a Pervail sprayer (small 6oz.sprayer with it's own air or propellant), Why do I have wide spread fish eye on the first coat? Very small fish eye. What am I doing wrong?

It's the result of some form of oil. (as I'm sure that you already know)
It could be something on the surface of the hood.
It could be a reaction of the DP with the MEK. I'd question if Meththol Ethol Keytone (I doubt that's spelled correctly) is a recommended thinner.
It could be oil that is in the compressed air in your sprayer.
In order to rule out the sprayer, you could always try brushing on a thin coat of your paint in a "test" area and see if it gives the same result.
You could then try it without the MEK.
You could also try spraying it on some other piece of metal that you have sitting around to see if you get the same problem.

I see several problems, First the actone, actone will leave behind a residue on the surface. You need to clean the metal with wax and grease remover, nothing less. Even lacquer thinner can leave a film on the metal. Use wax and grease remover. Secondly you thinned it with something that is not be used as a reducer, only use what is recommeneded for reducer not some else.
Some but not all metal treats need to be washed with water and then wiped and air dry, did you follow the directions on the metal treatment?

Man MEK is nasty, nasty stuff!
It is a heck of a cleaner butI would not spray it. It goes right to your kidneys.
I would avoid using it if you can.
we used to use it alot at work but now it is almost completely banned unless there is no other choice which is rare.

acryliclean is the best de-waxer and degreaser i've found, its made by ppg.
forget the use of MEK, use what the paint recomends,use "Smoothie" to prevent the fisheyeing. and last, get a water/oil extractor for your compressor.
those 4 things should help alot.
