I thought I had got rid of the problem. When I remove the oil cap the smoke comes out through the oil filler tube. Once I place the cap back on, the smoke comes out thru the road draft tube. Why is this happening?

Im not the most familliar with the road draft system of pcv. But could it just be that the smoke is going out the larger opening, such as the oil cap? Otherwise if that isnt suppose to happen, perhaps something like valve guides and seals can cause this.
