We just took the front clip off the 70 chevelle and found that both fender wells need replacement. We might not be able to afford replacements before the fenders go back on.

1. Do the fenders have to come off to replace the fender wells

2. should I buy plastic or steel for replacements?

We had one steel and one plastic. The steel was rusted thru under the Batt., and the plastic was cracked and broken everywhere.

You do not have to remove the fenders to replace the inners. If it were me I would do the steel, they look better.

The plastic ones that I picked up are garbage. Had to trim and drill new holes.

70's came with steel ones if I remember correctly so you may want to stick with the steel ones.
