I have this dash but it looks like someone put too much paint on it..it there a way to remove the this paint or should I leave it up to a expert restorer?

Oven cleaner. I know it doesn't sound like a good thing to put on plastic but it works. Leave it on a long time a cover with plastic wrap(keeps it from drying out)to give it time to work. Use a soft brush to loosen, rinse with water, repeat.

I have no idea. I saw it posted here, gave it a try on some seat backs and it works.

My SS dash is cracked under the speedo housing. What's the best way to reinforce and fix this so it's undetectable?
