Is there a way to put a 70 front clip on a 69 and work cosmetically to get the 69 looking like a 70?

Nope. I don't think any amount of money spent would make this look right.
Here's a run down of the body styles by year.
The 64 and 65 are nearly identical.
The 66 and 67 are pretty much the same except for the grill and tail-lights.
Same goes for the 68 and 69.
The 70, 71, and 72 use the same body shell and people have transplanted the rear bumper and front clip of the 70 models onto 71s and 72s to make them look like the 70s.
There's just too much difference between the 69 and 70 shells to make your idea work.
