10 B = 2nd week of October 1966 assembly
ATL = Atlanta Built
738 = Blue interior color and teh "B" is for Bucket seat type
You forgot the two letter paint code ??
OPTION GRP # 2
Q = Yet unknown.. a search on the topic will yield many Guesses, including a Tranny Code...
G = Floor Console
S = Rear Antenna
R = Rear Speaker
The rest of the numbers are internal tracking numbers/job numbers, etc.. and tell you nothing specific about the car.
The CC, likely just out of place... Paint Code for Ermine White
and yes,, a 67 SS

I often wondered when the model year cut over date was, my car is also a 67 with a 10B on the cowl tag.
Does anyone know when the first 67s rolled off the line?
Here is a link to my cowl tag

The earliest tag I have is a Kansas tag dated 8D and the latest tags I have are one Atlanta and one Kansas tag dated 07D.
As Mike said, I don't know if it's ever "officially" been documented that 'Q' in group 2 is a 4-speed but I have three tags of known 4-speed cars (2 KC and 1 ATL) with this code. Two do not have a console option but one does so it has to have a floor mounted trans control and no other trans code is listed. All three are SS models.
