Could a stock fuel pump with a pressure regulator before the carb. cause pressure to go back into the tank on a single line system?

My '68 has a single feed line, no return lines. DEAD STOCK. See my post in troubleshooting about venting.

I have a pressure regulator between the pump and carb.
