: When to replace 1/4's

It's been a year now, car is still sitting and I can't decide what I should do about my 1/4's on my 69 El Camino. Here is a brief desc. of each panel.

Left Side: Large dent along the middle of the panel, kinda buckled, rusted lower(patched and repaired 10 years ago), and rust by gas tank opening.

Right Side:
Long creases that run length of car were filled w/ Bondo and smoothed out, minor door dings and dents.

So as you can see, these panels have some damage but nothing a little mud won't cover up. I really hate having these large panels with all these defects in them, so I was looking into cutting them out and welding in some new 1/4's which brings up another problem. They repo 1/4s only go part of the way up the sail so the vinyl top rivets would need to be removed and replaced.

HELP! I need suggestions and ideas on what to do.
