I was looking at my assembly manual for my 69 El Camino.In the rearend section it showed a bracket extension that bolted on each side of the axle housing where the rubber bumpstop went. It looks like you removed the rubber bumper, attached this bracket, and then remounted the rubber bump stop. It showed this was for Elky's and wagons only. I guess it kept them from bottoming out.Question is, neither my 69 nor 71 Elky have these brackets. Do you guys? Thanks, SCott!
My 69's got 'em. The rubber bumper is in terrible shape, but it's just like the assembly manual shows. (Note to self....pick up new bumpers at CB04.)

My 71 has them.Funny thing is I had no idea they should be there till I read about it on TC.Checked it out while doing the LCA bushings.Maybe a previous owner removed yours as a performance improvement?

if your does not have it , then chances are someone swaped your rear end out for a chevelle rear. the elkys and wagons have the spacer because they have thicker coil springs in the rear and the "solid hight" (which is the hight in which they can not be compressed any smaller), is taller then chevelles, so this spacer was needed to allow the rubber bumper to hit the frame before the spring reached it's solid hight.

One other possibility is that the wagons and EC have a no "kickup" over the axle, so that the axle could contact the floor when the suspension is fully compressed. Just a theory.
