For what it's worth, I checked my '69 and it runs along the inside of the framerail, definitely UNDERNEATH the cross member. It appears to be the factory installation and I'm currently running a 350 w/Turbo 350 trans, non-power drum brakes. Hope that helps.

On my 68 it runs along the drivers side frame rail also. Does not go between the floor pans and cross member but between the ground and the cross member. Held on with snap in clips just like the gas line on the passengers side.
