i was told that if i used spray on bed liner on my firewall and the tie rod ends that i would get a nice finish that wouldnt get scratched very easily. is this true?

I wouldn't even use bed liner spray in my pick-up bed. Whoever told you this knows nothing about restoring a classic Chevelle. The best thing to do is sand it smooth so it can be primed, then paint it with a 60% gloss black enamel. If you can't use a spray gun, use semi-gloss spray cans and it will look almost as good.
